James To

Major James H.V. To is an active-duty Air Force officer whose research focuses on the intersection of Chinese space activity and nuclear policy. He earned his commission in 2013 after graduating from Texas A&M University with a B.A. in International Studies and a minor in China Studies. In 2019, he completed an M.S. in Political Science and International Relations from the University of Nebraska. Prior to joining the Henry M. Jackson School, James has served in various operational roles within the U.S. nuclear enterprise.
