SHOULD JAPAN “GO NUCLEAR”? 

Japan faces a challenging security environment, with a rising China, nuclear-armed antagonist in North Korea (DPRK), and a less reliable American security guarantee. On the other hand, many Japanese adhere firmly to the Japanese Constitution’s “peace” Article 9, and there is also a unique legacy of Japan’s being the only nation to have ever suffered a nuclear attack. Should Japan adopt nuclear weapons in a neighborhood that includes two other nuclear powers (China, DPRK), or is that undesirable on its face or because it could lead to a dangerous security escalation? The charge of this Task Force is to make a recommendation to answer the question of “Should Japan ‘Go Nuclear’?”
