In Winter Quarter 2017 the IPI Arctic Fellows are enrolled in a graduate course on the Arctic Council analyzing the unique role of the Council in international relations. At the end of the quarter they will turn their research into short articles to be considered for the Arctic in Context series, “The Arctic Council: A Unique International Institution for the 21st Century,” a partnership series between Arctic in Context, World Policy Institute, New York, and the International Policy Institute, Henry M.
