Professor Lu reviewed the history of European transitions from Marine Spatial Planning to Transnational Marine Spatial Planning and how Taiwanese planners and policy makers may utilize this history with regards to Taiwan\u2019s wind power development schemes. Taiwan faces a conflicting situation between future wind energy development and current environmental protection policies focused on conserving Taiwan\u2019s coastal ecosystems.
