His assignments include the Director-General of the North American Affairs Bureau, Deputy Chief of Mission of the Korean Embassy in the US, the Chief negotiator in the Six-Party Talks, and the Special Representative for the Korean peninsula peace and security affairs. Most recently, he was the Ambassador to Russia.<\/p>\n<p>He studied international relations at Seoul National University and learned Russian studies from the Defense Language Institute.<\/p>\n<p>He published books titled &#8220;A Proposal to Upgrade Korean Diplomacy&#8221; and &#8220;The Russia Report&#8221;. The former is a policy proposal on the reform of South Korean diplomacy, the North Korean nuclear issue, and the four surrounding power relations.
