Ochoa P\u00e9rez is the subject of open criminal complaints in El Salvador relating to his role as commanding officer in military operations which resulted in grave human rights violations. These include the <\/span><a href=\"http:\/\/unfinishedsentences.org\/santa-cruz\/\"><span style=\"font-weight: 400\">1981 Santa Cruz massacre<\/span><\/a><span style=\"font-weight: 400\">, in which dozens of fleeing civilians were killed by troops under his command. On December 30, 2013 the CIA responded that it could \u201cneither confirm nor deny\u201d the existence of records, citing national security exemptions. <\/span><\/p>\n<p><span style=\"font-weight: 400\">The UW CHR\u2019s lawsuit alleges that the CIA has failed to meet its legal obligations under FOIA; among other arguments, the UW CHR cites some 20 previously declassified CIA documents relating to Ochoa P\u00e9rez.
