This course,\u00a0sponsored by the UW Center for Global Studies is\u00a0focused on the current, real-world policy issues and international negotiations of the European Union, as well as the theory and\u00a0practice\u00a0of international negotiation, public policy and the politics surrounding policy formation.<\/p>\n

We will look at the roles of large and small countries in policy formation, negotiation, and how countries negotiate to ensure that final policy outcomes reflect their preferences and concerns. The course will begin with lecture and discussion to establish a shared background knowledge of the issues and functions of the EU. Students will be assigned to represent EU countries\u00a0and\u00a0the remainder of the course will consist of\u00a0a series of alternating lecture\/discussions and negotiation simulations on five areas of current EU policy, then end the quarter with a simulated European Union Summit, where teams of students will represent their assigned countries in an extended negotiation over selected major policy issues.<\/p>\n

We will discuss and work with questions of comparative government, policy formation, media, public communication, leadership, accountability, decision-making, assessing project outcomes, forecasting, project budgeting, taxation, and the challenges of executing complex projects in the real world.<\/p>\n
