Matthew Ouimet<\/strong> is a Sanctions Officer in the Office of Peace Operations, Sanctions, and Counterterrorism at the U.S. Department of State where he has responsibility for implementation of UN sanctions against North Korea and Iran. From 2002 until 2016, Dr. Ouimet was a Senior Analyst in the State Department’s Bureau of Intelligence and Research (INR) focused primarily on Russian foreign policy toward Northeast Asia, Southeast Asia, South Asia and the Pacific. In this capacity he served for fifteen years on the INR interdisciplinary group ‘Team Korea,’ that tracks Northeast Asian developments from a variety of regional and functional perspectives. In 2007-2009, Dr. Ouimet became the Department’s first Director of Analytic Effectiveness, responsible for implementing reforms of the Office of the Director of National Intelligence (ODNI) in INR. In 2014-2015 he also served as the Bureau’s Deputy Sanctions Coordinator, providing intelligence support to Department policy makers across a global portfolio of sanctions regimes. Before joining the Department of State in 2002, Dr. Ouimet taught Russian History and International Relations at the University of Washington and Columbia College, and was a Project Manager at the National Bureau of Asian Research (NBR) in Seattle. He is the author of The Rise and Fall of the Brezhnev Doctrine in Soviet Foreign Policy (UNC Press, 2003), of numerous articles, book chapters, and presentations on Russian foreign policy toward Asia, and he served on the editorial board of the Intelligence Community\u2019s professional journal Studies in Intelligence 2009-2016.<\/p>\n—<\/p>\n
