Prof.  Kessler retired from the U.S. State Department’s Senior Executive Service as a nonproliferation expert.  His career spanned international nuclear safeguards and nuclear proliferation, conventional weapons proliferation as U.S. representative to the Wassenaar Arrangement, and regional security issues (including Project Sapphire to remove highly-enriched uranium from Kazakhstan).   He is author of Verifying Non-Proliferation Agreements: Obligation, Process, and Sovereignty. He teaches policy-related courses concerning weapons proliferation and national security issues.  He is currently a Visiting Professor at Stony Brook University’s College of Engineering & Applied Sciences.
